dc.description.abstractBehind the Canadian Wheat Board lies a story of romance -­- the romance of western Canada. The frontier struggle of the settler in bitter conflict with a hostile environment provides the theme. To the true pioneer the frontier represents both a thrilling challenge and a land of promise, while to the less adventurous it suggests a kind of penal servitude imposed by a sinister and unrelenting fate. By slow degrees, as he solves his production problems, the settler learns partially to control his environment. But this environment has its economic as well as physical aspects. After he conquers his production problems, the pioneer finds that problems of marketing remain. Slowly, through cooperative effort and political action, the settler comes increasingly to control this phase of his environment as well. When at last this control becomes significant the pioneering stage is over, the frontier ended. However, as the period of pioneering struggle passes into history, it leaves its mark on the character of the people and on the kinds of institutions which they adopt. The Wheat Board represents the latest phase in this evolutionary process and, in part, a culmination of the struggles of the prairie pioneer.en_US
