This thesis presents an evaluation of the unavailability associated with an underwater cable system with repair restrictions due to adverse weather conditions. A basic Markov model of the cable system is created and the time-dependent system unavailabilities determined using a technique called the matrix multiplication process. The matrix multiplication process is illustrated by taking a small example and solving the exact mathematical equations and using the process to obtain the time-dependent values of the unavailability. The results in both cases are virtually identical. In large and complicated systems, the mathematical equations are very difficult to obtain and in these cases the matrix multiplication process is very useful. Steady state unavailability values for the cable system are also determined. The time-dependent unavailabilities are more realistic than the steady state values, since a single time invariant value cannot represent the hourly unavailability values associated with restricted repair. The basic model is further developed to include common mode failure effects. A sensitivity study is conducted by changing selected data. The state residence times may not be exponentially distributed in some cases. In these situations, stage models are developed from the basic model using the method of stages and the results obtained. The resulting cable system unavailability can be combined with the appropriate generating system, transmission system and load models to give a realistic assessment of power system reliability evaluation. The method utilized is not confined strictly to a cable system, but can be used in any system in which due to some reasons, repair cannot be accomplished or some other physical restriction is present.
