dc.description.abstract | In the Canadian North, capacity building through post-secondary education is a key policy strategy of territorial and federal governments. However, government support for the University of the Arctic (UArctic), a viable policy instrument that makes an important contribution to the capacity building efforts of the territories, has been inconsistent.
