Abstract
Grain transportation policy in Canada has long been a contentious issue and becomes even more so in the wake of a major policy review. This paper uses acreage response functions as the supply model to assess the impact of changes to transportation policy, and rational expectations to model producer price expectations. The model permits producers to adjust to changes in their production environment As freight rates increase, producers shift away from wheat production and into barley and oilseeds. Simulations are done for the years 1983 - 1988 on the Crow Rate versus the Western Grain Transportation Act (WGTA) rates, for the Crow Rates versus a Pay-the-Producer option and for the WGTA rates versus a Pay-the-Producer option.
